How to Get an Immigration Bond Back After Voluntary Departure
I am a Syrian citizen came to the US in 2005,caught as an illegal resident in 2007 and I paied a bail to solve my status, later on I got witholding of removal by 2009, I left the US early 2013 and the deportaion officer in the area did not tell me to sign any form, he got a copy of the airplane ticket and told me that my friend -who I posted the bail under his name while I was in the detention center-will receive the check within 6 weeks. Now it is almost a year and he never got anything, I hired a lawyer in New York late 2013 and he told me that he filed all the forms needed regarding getting the bail money back, but till now he did not get any answer back from the immigration. Do you think I will get the money while I am here in Egypt ? and how long it will take? Do you think I can come back to the USA as a visitor?

It is unlikely you will ever be granted a visa. You had years to visit everything here. It is unlikely you will be able to effectively mount a legal attempt to retrieve any money form Egypt.

Did ICE issue a form I-391, informing the person who posted the bond (or their surety) that the bond was canceled? If not, why not?
Your lawyer knows the full facts and status of your case, while we do not. I doubt our guessing about what may be happening is going to be more useful to you than his analysis of what is actually happening.
