Can I File Harassment Charges Against Somebody Who File Charges Against Me
I never did this so called crime that I am being charged with. This person is utilizing the courts to harass and stalk me.

Can you give us some more information? If not I'd agree the only thing I could advise you to do is to report it to the police

And, if your only claim of "harassment" is that you are the subject of court actions, this may not be a crime that the police can even address. More likely, it might be an issue to discuss with an attorney concerning frivolous lawsuits.

Ok, Florida state statutes 68.093 is where I am talking about. This crime or alleged crime according to Hillsborough is still in play. So I cannot talk about this case, but I can talk about the reason why I am asking about this, the "vexatious litigant" is a career criminal and is taking out his anger by utilizing the courts.

This section does not appear to be criminal as the punishments are civil.
Speak to your attorney and ask him how best to proceed in this matter given whatever your circumstances might be.

Also, I have a video of a couple of sheriff officers that came to my house harassing me and they clearly says this persons name. This video was captured legally and it was on 9/13/2013 at 1049 hours.

Without knowing they the deputies were there, I can't say whether or not there is a legal issue with their being there. Even someone who you have a problem with has a right to call the police and report what he or she believes is a violation of the law.
Your attorney will know how to deal with a vexatious litigant. This does not appear to be a criminal issue.
