Video and Audio Surveillance Laws in Kentucky
My question involves criminal law for the state of: Kentucky
My neighbor is constantly playing his music loud enough that you could near it inside our home, and now since we have called the police and made complaints to our associations board, he is now making threats of bodily harm. The police have been here and they always leave. He, then proceeds to turn it back up. The Association board has decided that they will taking action, but that has not curtailed the situation on bit. In fact it has now gotten worse. Do I have the right in the state of Kentucky to record video and audio of this individual while he is in the act of committing these crimes? We need evidence to make this stop and if I can't, then how do I approach it from here?

Yes.
Here is a summary of KY laws:

Where statute numbers are listed make sure you look up the exact statute and never rely on just internet summaries.

Unfortunately, just having evidence isn't going to make it stop.
It's what you do with the evidence.
Turn the evidence over to the police (keeping duplicates of course). If the authorities won't prosecute, you'll have to file a private nuisance lawsuit.

The police don't do anything. He tells them that he's allowed to do it, and they leave.
The evidence will be used for a civil suit. That is why I have been researching this. Apparently, it seems that a criminal has more rights to do things than the individual he is annoying.

I have read all the links provided here several times. One question remains... Can you record video and audio when an individual is on his porch and he is yelling profanities and threats at you?
