Did YOU go seek medical attention and documentation of any injuries or wounds? THAT is what the court is going to be interested in. Not only are injuries so minor that you didn't bother to seek care likely to get much from the court, but you also have a duty to mitigate damage - and if you knew you had pre-existing issues and STILL chose not to seek a medical consultation, you pretty much blew your own case out of the water.
Well when this happene like they broke my phone and i had like no way to call 911 n i just walked away soon as i was able to get up form them hitting me i walk a bit n i got a car to pull over he had no phone but he gave me lift got home n called police they didnt bother to show until like 4 hours later had to call about 15 times cop keept dismising my call and yeah like i was pretty bruced up got pictures n all and few cuts but like i wasnt that bad this mronnig when i got up i cant stand my neck thou just trying to see if i can still go to doctor n say it started pain alot when i got up or i had go in the morning when this went down this all happened today this morning
Depending on how much time has passed, it may not be possible to tell at this point whether any injuries were as the result of the attack or not. Had you gone the day of the attack, maybe ... now, maybe not.
And what injuries or wounds did you have? Again, unless medical attention was necessary (making the offense a possible felony), even having abrasions and contusions would still be a misdemeanor. If you were kicked in the head or neck while on the ground, and there are witnesses or proof to that effect, the DA might charge dad and bro with felonies for ADW. But, that will depend on what the witnesses said as well as the statements of all of you involved parties. Does your GF care to send dad and bro to prison? Will she state that they did this?

And where was your girlfriend during all of this? Why didn't SHE call the cops? Are you sure she's on your side in all of this? From what you say it sounds like she might have set you up to get jumped.
If you need to see the doctor, by all means, see the doctor. The sooner the better. Whether it will help in any criminal case, who knows. All you can do is sign a medical release and get copies of any diagnoses or medical reports to the police when they become available. If you have injuries and believe you can show they were as a result of the attack, you can take them to small claims court or sue them for more if you can afford an attorney to assist you and your claim is over $10,000 (I doubt that, but, maybe ...).
As for the police response, understand that you were no longer at risk, you were reporting what is ostensibly a misdemeanor (low level offense) criminal act, and if you live in a town with diminished police resources like most in this state, then you have to wait until someone is clear. In some areas 4 hours is the norm for such things.
If your neck hurts that bad go see a doctor and as others have stated sign a medical waiver so law enforcement can get copies of the report if needed.

oh yeah when this happen she ran with her phone called cops and my perents tell them this had happen by time i got home cops had just left they came with there storys then i made my report ama just go doctor now n take in considertation all of this n but my gf is on my side about all this she was there with nieboer when they witness it n reported it when they went talk to her

Well, you go to the doctor, sign the medical release, tell the cops that there are medical records available and that you'd like to see charges against them, and then wait for the DA to decide what to do. There's nothing you can do to make the DA charge them.

If you told that to the police, then the vandalism might be tossed in there as well. Or, if they determine that it was meant to prevent you from calling the police, then that could be another charge.
But, like I said, I suspect their story will differ from yours so this may not result in any crimes pursued. But, if you think you can make the case you can try small claims for the cost of your phone as the burden of proof is less.
