Finding a Daughter Lost to the State
I'm asking this question for my wife. She lost some of her kids to CPS in Oregon a while back. Her oldest was in the custody of her parents then so the oldest wasn't part of a "Removal" After a while, contact attempts by Oregon, etc. parental rights to the other children were removed for the other children. The oldest was still with her parents.
Then Grandma died. The oldest was still in the home with Grandpa. Then Grandpa decided he couldn't handle it. Oldest is turned over to CPS for consideration and subsequent placement into fostercare. She then entered the system. Actual remaining possible rights to this child are unknown as unaware of the specific processes taken regarding this child. Assumes however, that Oregon rubber stamped a removal of all parental rights to this child as was done with all of her siblings.
Mother currently has no current cases, resides in Washington state, and is requesting help in knowing her rights if any to search for the oldest, if she can contact her if she finds her, search tools, etc. The child would be in Oregon so all that states rules would apply.
Also, are there any state or federal restrictions relating to the searching of minors and/or their information. Regardless of parental status. In other words, can she get into trouble just looking for her child.

She could start with grandpa he may have retained guardianship of some sort even though shild was made a ward of the state and most likely child is in the same county. Can you explain how/why she had her parental right terminated?

Parental rights terminated for abandonment of her other children at the time. She has emotional and psychological disorders that because of little family and friend support at the time, and bad boyfriend choices leading to periodic homelessness led to a C.P.S. case file opening. During this, she had a breakdown, left to go shopping and never returned. No formal charges filed, the oldest (Child of topic) wasn't brought into the case file until the grandfather contacted them.
As for contacting the grandfather, standard searches so far haven't turned up any contact info. This is not a positive sign as he has been listed locally in the area all his life. Although there is no confirmation, my wife believe this means that something serious if not tragic has befallen him. No attempt at this moment to confirm this through obits.
As you would expect, my wife is hesitant to contact the convening authorities and I agree with her as she really did not get positive support during her crisis from them.
Here's one more piece though. The daughter is a registered member of the Yurok Indian tribe of California. Now, last info on her has her in standard foster care in Oregon. We've attempted to contact the tribe for any help they might be able to offer but have as yet recieved no responses. According to BIA regulations however, I believe that the tribes are to be contacted in cases such as this. ???
If so, the desire would be for the tribe to step in and make an assesment that would hopefully lead to her being brought into a loving culture dedicated to saving their own from the predisposed normal outcomes usually associated with late term foster care placements. Of course, my wife ultimately would hope that this would lead to intermediance from the tribe in an effort to rejoin the two in a positive life changing way.

Searches for the grandpa have been done. That's the point. He's fallen off the grid and has been there and easy to find his whole life. Our assumption? He's deceased. Health care issues were his reason for being unable to care for a 13y/o step-grandaughter to begin with.
The convening authorities I spoke of relates to her contacting C.P.S. in that state. Definite fear issues there... She lost kids to them because she feels they did not react with all due dilligence, fairness, or decorum.
We will now try the http://zabasearch.com/ link that you suggested though. I will post with the results as soon as I get them.
