As for being followed in stores after shoplifting, you weren't expecting to be welcomed with open arms, were you? OF COURSE they're going to watch you like a hawk!
When I was in college, one of my jobs was shift manager at an ice cream/family restaurant in a strip mall near campus. There was a notorious thief that we ALL watched out for, as a matter of courtesy to the other shops. If he was in my shop, I called two shops, they each called two shops, and so on. We had a very organized phone tree. Of course, after about a year of that, we didn't need the phone tree any more, because the owner of the cigar shop - a little old lady in her late 60s at the time - caught him trying to steal a very expensive humidor. She beat his ass with it and sat on him til the cops showed up. She pressed charges, he had a rap sheet a mile long, and off to the Hotel Greybar he went.
You don't have any inherent right to privacy in a public space. If you want to be treated like a decent citizen, act like one and stop thieving. Easy peasy.
