How to Modify to Get Sole Custody

My question involves a child custody case from the State of: TEXAS!

My ex and i were divorced in texas. A month after the divorced was finalized he moved to another state. We have joint custody. I want to have sole custody of my daughter. He sees her once a year and is not consistant. Calls maybe once a month or every other month. Can i have sole custody of her since he doesn't live here in texas? what would my chances of winning be? this has been going on for 3 years. My daughter doesn't even ask for him.
