Emancipation: Emancipation Laws In Ohio

My niece will be 17 in Dec 2006. She just recently had a baby girl. She presently lives with her mother, however things at home are not "suitable" or safe in my opinion. Her mother isgoing through some financial hardships, and now they have no electri (no heat), and of course its cold out. My niece has ??? around what steps she should take to becaome emancipated in Ohio. I have offered to allow her to live here to assist her with the transition of motherhood and how to manage her $$$. But I'm afraid her mother will not agree to let her move out. What are the laws in Ohio surrounding emancipation? Thanks!!! :)
