    Possible Parental Kidnapping Situation
    My question involves a child custody case from the State of: Oregon

    Background: I am the sole legal custodial parent of my daughter. Her father has documented visitation rights every other Sunday from 10am-4pm (that's what is in the custody paperwork). For the last year, I was giving him extended visits (every other weekend, Fri-Sun) since he wanted to spend more time with her, and his living circumstances were appropriate to provide care for her during that time. Recently, though, I learned that his living circumstances have drastically changed, and I no longer feel she is safe nor properly cared for when visiting him. So, I have informed him that we will maintain the court ordered visitation schedule until his living situation is changed.

    Question: Due to his reaction to the news, I have a concern that he may try to pick her up during his visitation and not return her. I don't think he will try to take her our of state, but I do think he is confused about his rights as her parent, and is under the impression that he has the authority to take her from me whenever he feel like it. If that were to happen, would that be considered parental kidnapping or custodial interference? What actions could I take to either prevent this from happening, or what could I do if it does occur? Hopefully this will never come to pass, but I would like to be prepared just in case.

    What you would do if that happens is that you would call the police to assist you in retrieving the child from dad. If the police won't assist you, then you immediately (the very next business day) file for emergency pickup orders.

    What has changed in Dad's circumstances (provable - not just "I think")?
