Police Spotter Says I Was Not Wearing a Seat Belt

My question involves a traffic ticket from the state of: Illinois
I just got a ticket today for failure to wear a seatbelt. I was wearing my seatbelt at the time though. the cop said that they had a spotter waiting about a half mile up the road. though I don't remember when I did put the belt on, I feel like I am getting a ticket for doing the right thing and I didn't see of know there was a spotter or see them until they were right in front of me what do I do? the ticket code 625 ILCS 5/:12-603.1. I keep thinking the person who gave me the ticket didn't see me break the law and the spotter was wrong

so you do admit to not having your belt on sometime during the period they might have been observing you. I guess they just got lucky when they pulled you over for not wearing a belt and there was a time where you actually were not wearing your belt that you may have been observed. Dang are those guys lucky in who they pull over. Maybe they should all run out and buy lottery tickets.
