How Serious is "Chatting" with a Minor About Sex Online

I have a question here .. If someone (age 20 for examples) talked to a girl (Minor .. age of 16 for example) about sex online on Omegle:

- without actually showing something inappropriate on cam.
- without showing faces.
- without intention to meet her in real life.
- He is in the US.
- She is not in the US.
- Telling her an imaginary story about sex.

Can he get in troubles or get arrested ? what potential charges are there?

Yes, the adult can get in trouble and can, potentially, be arrested.
