Legal Presumptions and Sexual Intent
My question involves child abuse or neglect in the State of: Arkansas
A parent has a practice of when spanking her kid (bare bottom) she will sometimes 'pardon' him and kiss his bottom instead of spanking him. Does this constitute evidence (legally) of sexual intent? And if so, what degree of evidence does it constitute and would the evidence of sexual intent exist only with regard to the times she did this or also with regard to times that she actually did spank him?

If you feel there is a sexual aspect involved, discuss it with children's services. It sounds like an innocent red neck response passed down though generations.
