LIDAR Ticket in Snohomish County, Washington
My question involves a traffic ticket from the state of: Washington
I was stopped on SB I-5 in north Everett. He says he clocked me going at 73 MPH.
I already got the officer's sworn statement per my discovery request. see below. The officer indicates in his report a LIDAR #LP01784 SMD unit. However, I tried looking up that LIDAR SMD certification and here. I could not find any tag number or serial number like indicated in the officer report. So I plan to contest the ticket, making a motion to dismiss it based on nonexistent certification for the indicated LIDAR unit with the specified # (not sure at this point what it is? tag or serial #). Let me know if I am missing anything here.
I wanted to know how to best address this matter in this case and hopefully get this ticket dismissed because I can't afford to pay it without a current job and getting it on my record probably is no less worst.

I doubt he has 26 yrs of traffic enforcement experience ....
Now, he never states he tested or measured your speed per the manufacturer's suggested methods .. (ex. who required these chk tests? he never says)

LP01784 looks like the serial number. To access that database you need the "tag" number which is not provided. Have you requested either the tag number or a copy of the certification?

It looks like a State Patrol ticket but could be another agency. What does it say on the right side of the report next to LEA?

Well, it doesn't say anything on the side of the report, but on the ticket the LEA is: WA0310000. I'm pretty sure it was a State Trooper.
In the State's response to my discovery request they did say that I can get a copy of the speed measuring device affidavit by contacting the court, so I'm going to contact the court and see what they have. By the way, how exactly would I do that; just give them the stated serial number or indicate the infraction/case number?

310000 is WSP - Marysville. Well, all of their devices are on the online database. You have a good argument on the nonexistent certification.
Unfortunately, you can't really "contact" the court - by phone at least. You're going to need to go in and look for yourself. I would start with the Snohomish County Sheriff binder. Don't waste your time with the WSP certs - we already know that WSP doesn't own that device. I can tell you right now, though, I have yet to see a serial number start with LP. It should be PL. So there's definitely a typo.

Ok, so I went to the court and looked up the SMD device in the Snohomish County Seriff binder. I found a certification document that list that device (highlighted in yellow in the document below). Everything seems in intact and proper. I don't know what's there left for me to do. :(
