I'll try to answer your questions in order...
1) My daughter was with a relative (an older sister)
2) the order was from a circuit court, juvenile division it DOES NOT seem temporary and doesn't state anything about reunification with the mother but it does state there will be a judicial review (the hearing we have in a few weeks)
3)My daughter would like to go back with her mom, but that's kind of expected given the situation.
4) without getting into the weeds I'll summarize what the document says from the Judicial court.
"The child will be placed in custody of the father pursuant to the ICPC under protective service supervision provided by CPS. The court shall retain jurisdiction over this cause to enter any such further orders as may be deemed necessary for the best interest and welfare of the child"
"The state has made reasonable efforts to prevent or eliminated the need for removal of the child, but present circumstances of the famil are such that the welfare off the child cannot be adequately safeguarded without such removal of the child. The child is in a family like setting consistent with the child's best interest and special needs, and returning the child to the home would be contrary"

That's fairly standard CPS-driven wording, Dad.
I'm really sorry, but especially with your daughter's wishes, I can't see you retaining custody UNLESS Mom has messed up. Or you have a demon attorney on board who can show that she's doing well and despite her wishes should be placed somewhere she doesn't want to be.
Ordinarily her wishes wouldn't matter, but since CPS have been involved she will have been interviewed at least once and likely a GAL appointed.
What is the GAL recommending, incidentally?

Doggie, thanks for finally giving me some info without bashing me. the GAL is the one who pushed for my daughter to come here in the first place. I'd don't know what the current stance in now that the mother has complied--partially, to the CPS request.
