Unless you have a legally binding and enforceable contract (not an offer letter, not an employee handbook, a CONTRACT) that specifically and in so many words says that you cannot be scheduled for less than 40 hours a week, your employer can schedule you for as many or as few hours as he or she wants you to work. Nothing in the law of any state says that if you are hired with the understanding of full time, that cannot be changed down the line.
You have to be paid for all the time you worked, but if the employer only wants you to work 19 hours, you only work 19 hours.
You may, however, be able to apply for partial unemployment to make up some of the difference.

Unfortunately, unless there is a labor contract....they can cut your hours to 0 per week or work you 40+.....
You can approach your manager and say "I'm available for additional hours if needed or if someone calls in....."

Well thats unfortunate. I am not sure if I have a labor contract how would I find out or even find that? I am hoping its not permanent and hours will come back but I am also waiting to see if I get the promotion if not I may have to look for another job.
I seem to be the go to person when they need someone to work they always call me but these past 2 weeks people will come in for there shift and they tell them to go home or they come in for there shift and they say you are leaving in 2 hours instead of working your whole shift today so its making the work a lot harder for everyone else because theirs 2 people working technically 1 because manager is in the office.

If you don't know whether or not you have a contract, you don't. You would know if you did.

My work just isnt really clear with anything on my first day she had a book of stuff to read to me that was required after 10 minutes she said she was bored and we will finish it later which we never did so i am not sure if it was in all of that or not

I''m sorry I ever mentioned a contract. I only did so because it's the only qualifier that would possibly apply. Trust me, unless your employer put something in front of you and said This is your contract and you both read it and signed it, there is no contract. Very few non-union employees have contracts and those that do tend to be at the Vice President level or above.

ahh ok, well thank you for the help and letting me know about it though, I guess i will have to see if hours go back to normal next week / if i get the promotion. otherwise i will have to find a new job before I cant pay rent.

A contract would mean you have joined a Union, or have something in writing guaranteeing you 40 hours per week.
