F Visas: F1 to J1 and F1 Opt

Hello guys

I have done masters in 2009 applied for OPT.. used 11 months of it and applied for J1 (since I am working at non e-verify company I cannot extend my opt) as a research scholar in apr 2011. At the end of 2012 I resigned my job and applied for F1 to do masters in another program for 2013 spring. My question is will i get OPT again? when i inquired the same with school officials they are saying since you have a new sevis you will get OPT (12+17). I am not sure about this. Please let me know about the OPT.
