Should My Company File H4 As a Part of a H1 Application

Is the employer legally bounded to file H4 if the employee holding H1 asked for? What about the flight tickets and all? I have hear that my employer is asking the H1B holders to file H4 own their own and also get the get the flight tickets for their dependents (wife & child) at their own expense. Is this the right way?:wallbang:

The company isn't required to do anything for your family, either in helping them get visas nor paying for their transportation.
