    I have found some very old firearms where serial numbers were stamped onto butts of stocks and the like, and as a result could theoretically - and innocently - be replaced. However, this is not the case with most firearms, and all of those I have seen carried or possessed by criminals and modern firearm enthusiasts. When we find the ones without them, they have either been obliterated off a newer weapon, or, they belong on some very old rifle that has been found in a garage, an attic, or among the belongings of a deceased elderly relative.

    what he is describing means he is the manufacturer of the weapon. He purchases a partially machined gun "lower" and finishes it and assembles the gun using other separately purchased parts. The laws of concern would be those concerning manufacturing of guns. If a serial number is required, he would have to stamp it himself since he is the manufacturer.

    In 21 years in law enforcement I have never had cause to come across or seize a firearm that has been homemade. But, that may be because I am in CA and we may well have more state laws that prohibit these weapons than your state. Understand that the FEDS may not have a problem with it, but state law may take issue with whatever weapon you might be carrying. I would hope that you have confirmed with state or local authorities that your weapon is lawful before you start carrying it or utilizing it where lawfully able.
