Can You Adjust Your Status Before Making Payments to NVC

I live in Europe and i have a B2 Visa. Am married to my longtime girlfriend in 2011. Before we got married she wasn't a US citizen (she is US citizen now) and our plan was to live in Europe but after i apply an Eropean visa for her and she came there for about 5 months to check things out she then wanted us to live in USA because of the German language (it was hard for her) and also to finish her studies here.

So my wife started filling for me since Aug. 2012 and USCIS has now approved it in Jan 2013. We are now waiting for the forms and bills from NVC, and since October 2012 i have been coming to USA and going back to Europe and coming and going with my B2 visa because she was not feeling well and is hard when am leaving her here alone because her family lives a bit far from her and also work so i need to be here often to help her.

MY QUESTION IS: CAN I APPLY FOR ADJUSTING STATUS TO CONTINUE ALL THE FILLING PROCESS HERE IN USA? INSTEAD OF ME FLYING BACK TO EUROPE AND COMING BACK AND SO ON because is expensive and not safe. I heard you can adjust your status BEFORE making any payments to NVC (National Visa Center) but i don't know if its apply to me and also which documents and forms will we need if we want to adjust my status?

You're asking if you can overstay your B1 visa rather than returning home as promised when you enter the U.S., and not have it affect your petition?

No, I mean. if i can apply for adjust of status (B2 to PR) to continue all the filling process here in USA after approved I 130 based on my situation i stated before because i have been going up and down (Europe-USA-Europe-USA) since October 2011 because i have to and want to be with my wife (US citizen) here.
