What Exactly is a Runaway
My question involves juvenile law in the State of: Oklahoma
I have a friend (15) who is seriously considering running away from his parents home, and staying at a persons house who is alright with it. The question is, would the minor be legally able to stay there if A. Had parents permission, or B. the parents knew where he was staying (known as a stay-away in some states?)

If a parent is aware of where the child is and does not act to return the child to the parent's home, it would likely be seen as tacit permission. The parent can revoke permission at any time though and your friend's friend could end up in some legal problems for harboring a runaway.
If he has the parent's permission, then he isn't a runaway but is there by permission. That is allowed.

Just to be sure it is clear:
A: If the parents have given permission, no problem
B: If the parents have not given permission, have told the minor to return, and the minor has failed to do so, then that IS a problem for both the minor and the person he is staying with EVEN IF the parents know where he is.

So how come some police departments won't return the child if they are say, 17 years old?

Your friend is not 17 so that is irrelevant.

It is actually very relevant, as my friend will someday be 17, and may decide to runaway then.

Then when he is 17 he can come back and ask the question. Right now he is 15 and he cannot leave home without permission. What some police departments may or may not do two years from now is irrelevant to his situation now. Now if he leaves home without permission, is told to come home and he does not, both he and the people he is staying with can find themselves in legal trouble - and yes, I am talking jail for his friend's family, juvie for him.
