He is really just defending himself, and that gets overlooked. Anytime someone wins a traffic ticket (only seems to happen in CA or WA) on this forum, even if they can prove some sort of procedure wasn't followed (outdated SMD certificate, outdated survey, etc), the usual suspects tell them they deserved the ticket, and this happens. It's like clockwork.
