Emancipation in Arizona

My question involves juvenile law in the State of:
My friend is 16 and I am 18. He was reported as a runaway when he left his house but then he turned himself in and was taken home. His parents and sisters are all horrible all they do is fight and treat him like crap, his mom told him she didnt care what he did or anything so he left again. We're not sure if she reported him as a runaway again or not but he really wants back in school and emancipated so he can enroll himself and etc. His mom refuses to sign the papers, what options does he have if any at all? He has his bestfriends mom who says she would enroll him in school and even let him stay at her house until i get my apartment where he would then move in with me. He intends on getting back in school and getting a job at a nearby restraunt. We are close friends with the manager and he says he will hire him as soon as things are figured out. He isnt physically abused but still his house is awful to live at we're really hoping he has some options, he has been out of school for almost 2months now.

Nothing stated here makes him eligible for emancipation. Why is he not currently in school? Who are you in this little drama?

Im his friend and we've been like family. He is not in school because when his mom had him listed as a runaway he couldnt go to school, and he wants back in school but needs his mom to enroll him or him get emancipated. And if not emancipation does he have any other options?

Until he is 18 he lives where his parents say he lives. If his mother kicked him out then he needs to call CPS.

Something doesn't ring true. If she kicked him out, why would she list him as a runaway, so he would be returned. He likely screwed himself out of the year of school already. He needs to go home.

CPS has been to his house before, how can he prove she kicked him out?

On rereading your initial thread, it appears that his most recent absence from the house is of his own making.
