You have no rights whatsoever. You are what's known as a "legal stranger".
Not because he did not want to pay cs he was giving her cash money(big mistake) he did not want to deal with court but like i said before mom does not what him to see the kid so what can he do if mom said that in court......that kid doest want to come with us???....

Exactly how often has Dad seen the child 1) in the past year, and 2) in the 10 years prior to that?
There is a reason why I'm asking this question .
every 2 month and the last past 10 years every 4 or 6 months and he just see her outside the house of grandmother.
In other words there has never been close, regular contact?
If that's the case, it's possible - perhaps not terribly likely, but certainly possible - that the daughter will be able to have some say about how often she visits.
The judge may agree to hear her in chambers, or not at all. Nobody can guess.
