    I came to this message board to ask an immigration related question, and I think I was pretty clear, since in the first post I actually stated "My question is: Does the DSO has the power to refuse to release my SEVIS records since I don't want to pay?". Now, the answer is NO as I assumed. I didn't post my question to know personal opinions about my issue or to talk about what will happen to my financial record if I decide I don't want to pay. I posted another question in the related message board, regarding debts and collections.

    Once the DSO learns that you are not continuing your F1 studies, the DSO should terminate your SEVIS status. You would then leave the country or take appropriate measures to not go out of status. So it's either transfer your record, or terminate your SEVIS status and let you and your new institution worry about reinstatement. You appear to be stating that the transfer occurred.
