person(s) on deed would be the owner(s), but the financer would retain an interest in the property.

A deed is a transferrence of interest. It does not give title neccessarily.
Who the grantor of the deed is important. What interest they actually had in the property is critical. Who else may have interest in the property is critical. What type of deed is critical.
