Yes, they can. They are guests of the US gov't.
When you choose to commit a crime while a visitor in another country - any country - you put your immigration status at risk.
I haven't heard the story so I'm not going to comment on whether a crime was even committed.
Well from what I heard it had to do with the amount on a bill and the students felt like they were being overcharged. I guess if they don't pay the bill it is crime.
