Would I Be Able to Get Emancipated
My question involves juvenile law in the State of: California.

I live with my mom in a very unstable household involving drugs and possibly prostitution. She will not agree to let me move in with a different family member. The move will be in the best interest for me.

What am I able to do? My father is not able to support me, so he is not an option.

As long as you are even one minute under 18, you live where your mother says you live. If CPS has not seen fit to withdraw you from the home, then you stay where you are unless mom says otherwise.

How much money do you make at your full time job? Can you afford - and prove that you can afford - supporting yourself 100%, with no help from anyone else?

If you don't have a job sufficient to cover ALL of your support, emancipation is not an option for you.

How old are you? Do you have a job?

Has CPS or the police been called on the drug and prostitution activity? If not, then you can kiss any thought of being removed from the home goodbye.

Emancipation will not be offered even if mom is an addict and a prostitute. At best, you would be removed from the home and placed into foster care for a time. You might be placed with family, you might not. That decision will come later.
