Deferral With More Than One Ticket

My question involves a traffic ticket from the state of: Washington

Hello
Two months ago I received a speeding ticket for going 74 in a 60mph interstate in Pierce County

Today I got in a fender bender and I was given a Following too close ticket.

I have not gone to my mitigation hearing yet for my speeding ticket. Can I still get a deferral for the speeding ticket? And should I pay the "Following too close" ticket prior to the mitigation hearing?
