It appears that the consular official had some concern about the types of business activities you participated in while on B-1 status. It is quite likely that your employer had you engaged in improper business activities if you were in the US for 15 months in a two year period.; if that is the case, it is your employer that is preventing you from obtaining H-1B stamping. You may have better luck with a different employer without the history of your current one. However, any improper work activities on your part are a potential issue; a guest worker is required to understand what he is legally permitted to do on any specific visa.
No one can predict the chances of any visa stamping. Obtaining another B-1/B-2 will be more difficult than your first stamping based on your history, but you are not likely banned.
