Perhaps I've missed something, but if this is a 22349(a), how is the officer's certification relevant? Since this doesn't involve a prima facie speed limit, there's no speed trap defense available. Is the OP simply trying to question the officer's credentials in order to impeach his testimony on cross-examination?
