Older Siblings Conspired to Help My 16 Year Old Son Runaway to Another State

Hello. My older children pulled a big scam on me and helped my 16 year old runaway to another state. I was going to make him deal with his drug and anger problems. I know where he is. And I want him back. Should I just go get him or should I have the police arrest them all? Thats the dilemma I'm in right now
