Expungement After Placement on STET Docket

My question involves criminal records for the state of: MD

I know someone who has 2 charges (MAL DESTR PROP VALUE + $500, DANGEROUS WEAPON-CONCEAL&RECKLESS ENDANGERMENT ) on their record from three years ago. Said person did NOT plead guilty; he was placed on Stet. (Plea: OTHER PLEA Disposition: STET) for ALL charges. All fines were paid (for the property). Can he get his record exspunged ever since it was stet?
