Where Can You Seek Emancipation of a Minor

What are the requirements to be emancipated at the age of 16 in Westmoreland County, PA or Oklahoma? What rights are granted to an emancipated minor in these states? My mother was emancipated in the stae of Florida when she was 16. We have been discussing it and both of us feel like me becoming an emancipated minor and supporting myself would be a good idea but neither of us know if it is possible or how to go about it in Pa. My father has partial custody of my and he lives in OK. I'm not going to sit on here and say how I don't like my parents rules and i wanna be a grown up! It is more of a mutual family descision that we agree would be the best for all parties involved due to some issue that we face. Thanks.
