Can emancipation be done in another state?

I have a friend who is 15, her and I are living in Ohio. Since Ohio has no emancipation law except to marry or to join the armed forces, can she move to another state and be emancipated there?

Emancipation is difficult and rarely happens.

She would be considered a runaway in another state and I have never heard of a minor achieving emancipation by running to a state that allows it. Also in most states 15 is too young to even attempt going through the process.

Perhaps you should go into more detail as to why she feels she needs to be emancipated.
