My friend is 16, turning 17 in October, and wants to move out. His parents beat him and they also have a heavy history of drug abuse. Would he be able to be emancipated?

My friend is 16, turning 17 in October, and wants to move out. His parents beat him and they also have a heavy history of drug abuse. Would he be able to be emancipated?
Is he fully self supporting and able to pay full market rent, utilities, health insurance, transportation, clothing, food, sundries, all while maintaining better-than-good grades?
Emancipation is not for kids who are unhappy at home. If he's being abused, he needs to call 911, CPS/equivalent and/or talk to his school counselors.
