I wouldn't even put it verbally without an attorney present. I guarantee the first thing an attorney would tell you is not to speak to them at all and if you're arrested to remain silent unless he is present.
I have no idea what you are talking about, but if they have pictures, or if they have credible testimony that you exposed yourself, it matters NOT who made the initial complaint. If you want better answers, SPEAK in sentences.

i do not know who made the complaint ., but the cops told me that he had recived complaint saying that i was trying to expose my self .
he asked me did you exposed yourself ? i said NO . then he asked another cop to take my pictures for Identification and they took my couple of pictures with their digital camera., with full lenght and also photo size one . and they had my ID information with them ..
does the party who initated complaint has to file a legal case ? or it doesnt really matter for them to file a case ?

As I told you before, it doesn't matter WHO makes a complaint. You're not being charged or prosecuted by the girls you flashed, it is the STATE that is bringing the charges against you as the injured party. The state will have to show evidence that you committed the crime (testimony of the victim is pretty compelling). Of course any incriminating statements you made to police can be used against you in court. Contrary to public belief Miranda is not required and your own statements made to officers are not prohibited hearsay.
