the problem with your BS story is: you attempt to elicit a response in line with what you want to hear by refusing to answer questions that would allow a person to see the whole story. That silence speaks volumes.

If I was you, I would send Walmart a letter telling them to stuff their civil demand 'cuz you aren't going to pay it. If you are so adamant that they falsely accused you, then there is no way I would pay the demand.

Okay, I know I'm a little late to this party (darn vacation) but something in your posts doesn't make sense. In your OP, you stated the police officer told you were under arrest and filled out paperwork. In a later post, you state the officer refused to arrest you. Which is it? If the paperwork he filled out was a court summons, then you were arrested. It may have been a report for the DA and you may be arrested later. Just because you aren't taken to jail does not technically mean you weren't arrested.
