Terroristic Threat

more than likely not going to be considered anything more than hyperbole. You can call and report the threat, as another suggested, but if the guy even gets an interview from the police I would be surprised...

unless of course the water ends up being poisoned or something blows up.

I must say, I am shocked by both your answers. My reason is this:

Is not every physical harm threat that has ever happened been preceded by rants and a form of showing your anger towards a group/individual? Isn't that the reason for threat laws to begin with? Why have law about 'terroristic threat' ? Especially if you can't be charged with it until after you actually do it? Or getting ready to pull the trigger, so to speak.

Maybe your answers are based on the believability that this person would do it? Not knowing him personally, and his mental capacity, I am guessing that's the reason. But, that's understood because of my brief explanation of the issue.
I'm also surprised at the answers because we are not talking about someone threatening to break an arm, but harming an entire community of residents, which I would think on face value that it would rise to another level.

no. I've seen a person walk up to another, for no apparent reason and tell them they are going to kill them. No rants, no discussion, no idea why.

yes but you are describing a situation that would tend to lend itself to wild claims of threats of action. Let me ask you this: if you thought it was especially serious, why did you not report the statements when they were made? Is it because maybe you didn't see it as a true threat?

So, call the police and make the report. The fact you didn't then and still haven't tends to suggest even you do not see it as a real threat.
