Pressing Criminal Charges

My question involves a child custody case from the State of: Illinois

On 8/8/2011, I filed for custody of my 3 year old daughter. 8/16/2011, I went before the judge because non-custodial father threatened to take her to another county Philippines after verbal altercation. I was awarded full legal and physical custody of my child on that day. Father was served with papers and court order. Failed to show at any court hearings. On 10/12/2011, judge found him in violation of court order because as of that day he(non-custodial father) still had not returned child to my custody. But did not issue a warrant, however, did issue 2 year O.P.

Filed police report on 10/22/2011, police report is about his violation of court order. However, would like to file criminal charges, but not sure how to go about. He is conducting Parental Abduction/Child Abduction by intentionally violating court order. Any help would be appreciated.
