What do you mean, "force"?
If you're asking whether your employer can tell you that, as of a specific date, they will be moving to a new system and won't have need for your services unless you know how to use it, yes they can do that.
Not quite... They already installed the new system and now that it's there they are saying we need to learn it, but they are unwilling to help with that education cost.
Yup they can do that.
Barring a union contract, you are employed at will. If you cannot do your job, they are free to terminate you and hire someone who can. It sounds like you had 2 years to practice already.
