I-130 Query, Has Your Relative Ever Been Under Immigration Proceedings

Hi my mother is currently living in the united states and also in the process of filing a I-130 for me to join her in the states, but this question puzzles me ( Has Your Relative Ever Been Under Immigration Proceedings. #16). i was also turn around from the united states back in 2005 for having a fraudulent stamp in my passport and was told that i would not be able to visit the states until 5 years but now that it has past. does this question apply to immigration proceedings? if so how do i go about it (Removal, Exclusion/Deportation, Rescission or Judicial Proceedings)

The answer will depend upon exactly what happened. If your mother cannot explain to you well enough that you can determine if the answer is "yes" or "no", I suggest that she retain a lawyer to investigate and advise her or that she err on the side of caution ("yes") and provide an explanation.
