Criminal Records Without Having Fingerprints Taken
I know that this forum is for American law, but I thought I would post my question in the hopes that someone would know. My question is in regards to Canadian law. If a person was caught shoplifting under $50 and the RCMP was called and the RCMP officer handcuffs you and places you in his/her car for a few moments and then states that he is dropping the charges against you, after which he said you were free to go. Thus you were never asked to appear before a court and you were never fingerprinted nor were you photographed and there was no fine placed, will you have a criminal record? Would this situation show up under a USCIS background check which involves an FBI Fingerprint and Name Check and an IBIS Name Check?

Here in the US the answer would be no but I am a little confused about what you wrote.
Police officers in the US don't charge suspects with anything. The state or in some cases the federal government is responsible for charging people with crimes.
