Is a Fiancée Visa Always Needed
I am a US citizen and my fiancée is a UK resident. We want to get marrried in the US, but live in the UK. Do we really need to go through the process of getting a fiancée visa if we are moving back to the UK after the wedding? Can we legally get married if he doesn't have one?

A fiancé (you say "he" so there's no second "e") visa is meant to allow a non-citizen to enter the U.S., marry a citizen, then adjust his status to gain permanent residency. If the person entering the U.S. doesn't intend to become a permanent resident of the U.S., that person doesn't need a visa that allows him to stay or petition to become a permanent resident.
Some states require proof of lawful presence before they'll issue a marriage license, and some have residency requirements that may be difficult to meet for a tourist, but most states are pretty accommodating of tourists who want to get married within their borders.
