YES.
In fact - and it might take me awhile to find it - there was such a case coming out of either Sunderland or Newcastle (I forget which off the top of my head) not so long ago.
I know, right? It can still constitute a terroristic threat in the UK - it doesn't matter whether it's talc, flour, whatever. When I get chance later I'll see if I can dig it up.
You can also get a restitution judgement against you from authorities for the many many (MANY!) thousands of dollars it costs the taxpayers to investigate and prosecute for such a stunt.
You can probably also end up at the Naval Base in Cuba.
Actually is was more of a figure of speech highlighting how serious of an offense this is given our anthrax deaths here that occurred. I have a feeling the OP was oblivious to this from his or her question and may have been planning to do this without any thought of really how serious this is.
A lot of people from Pakistan/Afghan border area ended up in Gitmo; but since I was using Gitmo as a figure of speech, I won't go into the actuality if ending up there. I am wondering what Scotland Yard would think seeing someone make inquires as such.
