Casino Buddy Won't Repay a Loan
My question involves court procedures for the state of: PA
I don't know where my rights are, so the story goes like this. Me and a buddy goes to a casino and there, he loses all his money and borrows $3500 from me. I do not have the date that the money was borrowed only that it was in August. It has been almost a year and I have not received a single dollar back. Only evidence I have on the topic is a text message from him saying he was sorry he couldn't pay me back and 2 witnesses who were friends with both me and him. He promised to pay me back somewhere like $100 a week but that never came through and he recently started ignoring my phone calls and text messages. Now I do not have his address and I was wondering how I should go about this case.

So you have a deadbeat friend with a gambling problem, who may be homeless, and you're hoping to get your money back? (Perhaps I'm being too negative, but you haven't given us any reason to believe that he has so much as a dime with which to pay you.)
If you can figure out where he is such that you can serve him, small claims court awaits. You may have jurisdictional issues if you made the loan while you were both in Vegas (that is, if aware of that fact a Pennsylvania small claims court might tell you that you need to file your case in Vegas), but perhaps you'll be lucky and he won't raise that as a defense.

So your buddy was on a losing streak and you fronted him more money? Hire someone to find him and then sue him is about all you can do.

Once again, I thank you guys for your feedbacks. PA actually has casinos now, and it did take place in PA. From what I hear, since some of his friends are mines, he has a job and has been working a lot. But he decides to ignore me which makes me want to take some action against him. I just wanted to know what steps I should take. Text him one more time and say "if you don't respond I will have to take legal action?" or just take him to small claims court without contacting him.

I do not believe he will pay me, but this is my first time handling such a thing. I guess the actual question is do I have to let him know I'm going to take him to small claims?

You have to serve him when you sue him. If you cannot find him to serve him, you would have to see what alternative forms of service are acceptable in PA.
