Intent for Child to Travel Outside U.S.
BACKGROUND:
My current Residence Texas, USA. My Child's Primary Residence is with her mother (My Ex) in Texas, USA. We live more than 300 miles apart.
I have been divorced for 1 year, with one kid who is 4. We have Joint Conservation, My ex wife is custodial parent. I am paying Child support, Child Health insurance, and follows visitations as per standard possession order.
My ex-wife asking for my consent for child to travel Home country for 3 month with his maternal grandparents and she will join them in home country only for 20 days. (meaning, my son will travel back and forth to US with his maternal grand parents for 3 months and she will travel alone in between for only 20 days)
Also. I am concern that they might not bring him back to US.
MY INTENTIONS:
I dont want them to keep the child outside the US for extended period without child's mother.
I dont want to give her hard time, but at same time I dont trust my Ex-In laws.
I can consent for travel out side the US, ONLY IF child travel with her (My Ex)
MY QUESTIONS:
What If I refuse to sign consent?
If she goes to court, can she able to send child with child's maternal grandparents without my consent?
I dont have enough money to hire private atty or visit back and forth for court hearing in case she files a lawsuit , is there any agency who can help me? I have already talked to Texas Atty Gen Office and CPS.
Any suggestions,

If you refuse, she'll have to go to court and request permission.
Her home country is important though. If it's a non-Hague country, I would certainly fight tooth and nail to prevent her from taking the child unless she was willing to post a very hefty bond beforehand.
(You'd need it to pay for the legal costs involved with getting the child returned if she refused to come back).
