Applying for B1/B2 Visa Less Than 1 Year After Illegal Entry

A couple of years ago a friend entered the US illegally from Mexico and stayed in California for less than a year. To leave the US, he applied for a Mexican passport at a Mexican consulate in California, purchased an airline ticket and returned home voluntarily. He was not deported, asked to leave, arrested, etc., he just decided to leave on his own.
Now, he wants to apply for a B1/B2 visa to go visit relatives.
1. Would it be wise to apply for a visa under these circumstances?
2. Does the 3/10 bar apply in this case?

If the USCIS is aware of his illegal entry and unlawful presence, he can expect to be turned down for the visa. If he's traveling on his own passport, I expect that the USCIS will be able to put at least some of the pieces together.

I arrived in the USA in 1996 on a tourist Visa, in 1998 (I was 17) my family tried to apply for employment authorization but the request was denied and all of us were received an order of removal upon a Imigration Judges decision. Since I was young my family decided to stay in the country and did not inform me anything. I kept going with my life, graduated from Everett High School and got my Associates Degree in Science from the Bunker Hill Community College and was Finishing my degree in Chemistry at Umass Boston when unfortunately in 2004 I was deported when a police car ran my plate out of curiosity and saw that I had problems with the immigration, I did not commit any crime or traffic violations but this fact led to my removal from the country under 212(a)9(ii) for 10 years. I went back to my country (Brazil) started my university again and graduated in chemical engineering after 5 years. Now I have been almost 7 years away from the US and at the moment I work for Bayer. My manager wants to send me to the United States (instutute, West Virginia) to execute an engineering service for the company for 4 weeks. How do I proceed about applying for a B1 Visa ( Buisness intentios). I done a lot of search and I know that I will probably have to file the I-212, but I would like to know if I have any chances of approval.
