How to change the law

I am e-mailing anyone who maybe involved in a situation involving a past conviction in the year 1995 The state of michigan says there is a new law that says now the general public may recieve information on arrest records that do not have a conviction attached you still will not receive information about warrants, suppressed records, from other states. I need help with how to change the law of having 2 felonies expuged after 5 years.

Expungements, sentencing, and most criminal law matters in general would be regulated by your state legislature. To get a law changed you would need to contact your state legislator in your district and write them urging them to change the law.
