Step Father Rights

My question involves a child custody case from the State of: New York
I have a 16 year old that I have full/sole custody of. Her stepdad, whom I am not living with, seems to believe that because we live in NY she can tell me when she is coming and going. She wants to live with him part time. It is also my understanding that as her stepdad (he never adopted her) he has no standing over her and cannot even sign her school paperwork! I'm so confused right now! What are her rights as a 16 year old? Can she tell me what she is doing? Do I have the final say in when she goes to stay with him? Does he have to right to sign any paperwork that has to deal with the school or anything for that matter?

Step parents have no inherent rights to someone else's child so how about you put your child in her place and stop letting her run you.

She has the right to do as she's told.

Yes, you do. And if the answer is No, and she goes anyway, you may call the police and have her dragged back home by her ear.

He absolutely does not. Since he never adopted her, he is a legal stranger to her. Be certain to let your daughter's school know that he does not have standing to make ANY decisions regarding her education, and all correspondence is to come to you, and ONLY YOU.
