Can a 17 Year Old Get a Passport Without a Parent Accompanying
My question involves juvenile law in the State of: Virginia

I'm 17, and I want to get my passport to go on a trip with my orchestra to Italy next summer. I don't fully understand the wording on the US Embassy site, and wikihow has it a little different.

Anyone 16 year or older can apply for a passport on their own. Both parents must sign the application and appear in person (or give notarized permission) for someone under the age of 16 to get a passport.

Is this true? Can I apply for my passport and successfully get it at age 17?

You can get your passport successfully - with your parents' consent.

    Read more here.

Whether you are 16 or 17, you DO need parental consent.

My father is deceased, so that means only my mother can consent. She is married, but would I need the consent of my stepfather too? He doesn't have custody of me.

No - your stepfather is a legal stranger (that doesn't mean he's a stranger in your life like I am - just that legally, he has no rights or obligations to you).

You need your father's death certificate probably, and your Mom's consent. Or, proof that Mom has sole custody of you. That's all :)

First off, if you are 16 or 17, you only need consent of ONE parent.
Even if you were 15, unless your mother's husband adopted you, you only need your mother's consent though she will have to attest that the father is unable to give consent as he is dead.
